THE 12-MONTH RULE
Regardless of whether your property is located in Gainesville, Ocala, The Villages, etc., the State of Florida has a specific 12-month rule that governs the relationship between licensed mold assessors and remediators to prevent a conflict of interest. A company or person who conducts a mold assessment on a property cannot also perform or offer to perform the remediation work on that same property for 12 months. The same rule applies in reverse to remediators.

KEY PROVISIONS OF THE 12-MONTH RULE
- Conflict of interest: Florida law mandates a strict separation between the assessment and remediation stages of mold removal to uphold integrity and protect property owners. By preventing assessors from performing remediation on the same property, the law eliminates any potential for financial gain based on exaggerated findings. This safeguard ensures that assessors provide honest, unbiased evaluations, fostering trust and transparency in the mold remediation process.
- Independent Verification: By strictly separating assessment from remediation services, Florida law guarantees that each stage undergoes objective scrutiny by distinct, qualified professionals. This independent verification not only upholds the highest standards of integrity but also empowers property owners with confidence that their mold issue is being addressed accurately, transparently, and without hidden agendas—resulting in the most trustworthy outcome possible.
- Strict Licensing Requirements: Florida law requires that both mold assessors and remediators hold valid state licenses and adhere to rigorous regulatory standards before providing their specialized services. This legal framework ensures that only qualified professionals—armed with the necessary training, expertise, and ethical obligations—can assess or remediate mold issues, safeguarding property owners and guaranteeing the highest level of service integrity.
- Exemptions: While the 12-month rule imposes strict boundaries on licensed mold assessors and remediators, Florida law does recognize limited exemptions for certain certified contractors who fulfill specific, rigorous criteria. Even in these exceptional cases, full transparency is required—contractors must comply with all mandatory disclosure requirements. This ensures that, regardless of exemption status, property owners remain fully informed and protected throughout the mold assessment and remediation process. Â
PUDDLES Restoration: Licensed Mold Assessor & Licensed Mold Remediator
Although PUDDLES Restoration is fully licensed in both mold assessment and remediation, we have never — and will never — perform or offer both services on the same project. Despite frequent requests from our clients to handle both mold assessment and remediation services, we have consistently stood firm in our commitment to professional ethics and Florida law.Â

Our unwavering dedication to this principle ensures that our clients receive objective, unbiased service every time, and we remain steadfast in upholding the strict standards that protect property owners throughout the process.
We have consistently upheld this practice of declining to perform both assessment and remediation services on the same project—even when it means turning away business and forfeiting significant revenue—because we are firmly committed to acting in your best interest.
